No person shall dump combustible waste material on any public dump or any other public or private property. No person shall dump dirt or other noncombustible material of any kind on any City property without the written permission of the Service Department, or on other property without the written permission of the owner or lessee thereof and the Service Department. When such permission is granted, dumping shall be subject to regulations prescribed by the Service Department.
