931.01   FEES FOR COLLECTION LICENSE AND VEHICLE PERMIT; EXCEPTIONS.
   No person, firm or corporation shall engage in the business of collecting, hauling or disposing of any rubbish, refuse or garbage within the City limits unless he shall first obtain a license therefor from the Director of Public Service. The fee for any license shall be fifty dollars ($50.00) per year. For each vehicle engaged in the business as described in this section, the applicant shall obtain a permit therefor from the Director of Public Service and pay a fee of ten dollars ($10.00) per year per vehicle. All licenses and permits shall expire on December 31 of the year of issue.
   This section shall not apply to any private individual hauling garbage, rubbish or refuse from his own premises, or to the City or any person who has contracted with the City to provide such services.
