The sewer service or rental charge herein provided shall be applicable and effective with respect to water bills or statements in effect for the full billing cycle of February 1, 1982 through April 30, 1982 and thereafter, with the rate computed as of the amounts specified in Sections 919.03, 919.035 and 919.05.
