Failure to pay the sewer service or rental charge by the due date on the delinquent notice sent on unpaid water bills, to which bills were added the sewer service or rental charges, shall result in termination of the water service, without regard to change of ownership or occupancy of such premises. Water shall not again be turned on or supplied until all sewer service or rental charges due and payable shall have been paid and discharged.
