The sewer rental charge shall be payable at the same time and place as water bills for the district in which the premises served are located. The City of Cleveland is hereby authorized to bill and collect the foregoing charges, in addition to its established rate for water consumed, and include the same on its regular water bills. Such sewer service or rental charges herein provided shall be computed quarterly and shall be included as a separate item or charge on each quarterly water bill. The City of Cleveland shall include on such quarterly billings an additional charge of two dollars and twenty-five cents ($2.25) per billing per account, for the benefit of the City of Cleveland, which fee the City of Cleveland shall retain for each billing issued by Cleveland whether such bill is collected or not. The Department of Public Utilities of the City of Cleveland shall be notified by the proper officials of the City of Brook Park of desired segregation of accounts and subsequent changes hereto, if any. Permission is granted to the City of Cleveland for collection of such fee is given under protest with the understanding that the City of Brook Park will be contesting this new rate as being excessive, and if successful will seek to recover all charges collected by the City of Cleveland, which the Court determines to be excessive.
