Effective with respect to water bills or statements in effect for the full billing cycle of August 1, 1986 through October 31, 1986 and thereafter, the properties located in the City which are serviced by the sewer system of the City of Berea, shall be charged at the following rates:
(a) In the first 1,000 cubic feet of water used per quarter year there shall be charged the sum of thirteen dollars and thirty-one cents ($13.31) which includes two dollars and twenty-five cents ($2.25) billing charge retained by the City of Cleveland.
(b) The rate of eleven dollars and six cents ($11.06) shall be charged per 1,000 cubic feet used per quarter year in excess of 1,000 cubic feet during that quarter year.
(c) The above-mentioned thirteen dollars and thirty-one cents ($13.31) quarterly rate for the first 1,000 cubic feet of water, or any amount consumed under that figure, shall be the minimum charge for any quarter in which any water is used.
