919.03 CHARGES BASED ON WATER CONSUMED; MINIMUM CHARGE.
   Pursuant to the provisions of Ohio R.C. 729.49, effective from August 5, 1986, and thereafter, every person, firm or corporation whose premises in the City are served by connection with the sewerage system of the City, whereby the sewage, industrial wastes or either are disposed of by the City through its sewage system or otherwise, shall pay a sewer service or rental charge, predicated upon the quantity of metered water used in or upon such premises of eleven dollars and six cents ($11.06) per 1,000 cubic feet of water or less, or none, measured through or by any one water meter, per quarter, whether such water is derived from a source other than the City water supply, or whether all or any part of such water is furnished to such premises without charge. It is the intent hereof that a minimum charge of eleven dollars and six cents ($11.06) per quarter shall be charged and collected from all premises having a connection with the sewerage system of the City. Nothing contained in this section shall be held to authorize or require the payment of any sewer rental charge by any tax supported department of the City.
