It is deemed to be necessary and conducive to the public health, safety, welfare and convenience of the City and its inhabitants to operate the sewerage system in Brook Park, pursuant to Ohio R. C. 729.49, as a public utility and to levy and collect sewer service charges upon all lands, lots and premises served by having connection with such sewerage system. Such charges, when collected, shall be used for the purposes hereinafter provided.
