(a) When testing of the sanitary sewer on any street within the City determines that an improper connection exists upon any lot or land contiguous to such street, and that such improper connection is causing storm water to be discharged into the sanitary system, the Service Director shall request permission from the owner or resident upon such lot or land to enter the same, disconnect the downspouts from the sewer connection, and install splash blocks as a method of stopping this cause of home and basement flooding on a temporary basis.
(b) Should such permission as described in subsection (a) hereof be refused to the Service Director, then by reason of the emergency now existing in the City sanitary sewer system, the Service Director or any City employee or agent thereof, at his direction, is hereby authorized and directed to enter upon such lot or land, disconnect the downspouts from the sewer connection, and install splash blocks thereon.
(c) No person shall willfully obstruct, impede or hamper in any way the lawful operations of the Service Director and/or any City employee or agent thereof at his direction in carrying out the provisions of this section; nor shall any person disconnect, damage or in any way interfere with the operation of splash blocks where installed upon premises.
