No person shall permit any private sanitary sewage facilities or septic tank to discharge any untreated sewage or objectionable wastes into any public sewer or natural outlet. The owner or occupant of any premises shall operate and maintain such private sanitary sewage facilities or septic tank at his own expense and in a sanitary manner at all times.
