913.02 HYDRANT USE; PERMIT AND DAMAGE; FEE.
   No person, other than members of the City Safety and Service Departments, shall tamper with or in any way use a fire hydrant in the City unless he shall first obtain a permit from the Fire Department and pay a fee of twenty-five dollars ($25.00) to cover the cost of supervision and inspection.
   he permittee shall be liable to the City for any damage to such hydrant. The permittee shall notify the Fire Department when the hydrant is shut off, and the Fire Department shall determine if any damage has been done. If the Fire Department ascertains that damage has been done, they shall so advise the permittee by registered mail and, if such damage is not corrected, the permittee shall be fully subject to the penalty provisions of Section 913.99.
