Any person desiring a cut or opening in the curb of any street, boulevard, avenue, public thoroughfare or downspout outlets, shall file written application with the Director of Public Service setting forth and indicating therein the location, kind and extent of the curb desired to be opened or cut and the purpose and the size of the opening or cut which is desired or necessary.
