No person other than a duly authorized agent of the Municipality or an approved contractor shall make any opening in or cut or remove any curb or curbing in any of the streets, boulevards, avenues or public thoroughfares in the Municipality. All curb cuts shall be made under the direction of the Director of Public Service.
