Upon completion of such improvement the property owner or his agent, as can be found within the limits of the County, shall receive notice of the cost thereof from the City Auditor by registered mail or personal service. Upon failure for thirty days from the construction of such improvement to pay the costs in cash, an assessment with interest and a penalty of five percent, for failure to pay within the time specified, shall be collected in the manner provided by law for such improvements.
