If such sidewalks, curbing or gutters are not constructed, rebuilt or repaired within thirty days from the service of notice or completion of the publication, as set forth in Section 903.02, the Director of Public Service may do or have it done at the expense of the owner, and all such expenses, including cost of service of notice or publication, shall be assessed on all of the property abounding and abutting thereon.
