(a) An applicant or licensee shall permit representatives of the Brook Park Building Department, Police Department or other City departments or agencies to inspect the premises of an escort agency for the purpose of insuring compliance with the law, at any time that it is occupied or open for business.
(b) A person who operates an escort agency or his or her agent or employee commits a misdemeanor of the first degree if he or she refuses to permit such lawful inspection of the premises.
