(a) No massage establishment shall remain open at any time after 10:00 p.m. or before 7:00 a.m. on weekdays and Saturdays, nor shall any massage establishment remain open after 10:00 p.m. or before 9:00 a.m. on Sundays.
(b) Every person who operates a massage establishment or practices massage shall, at all times, keep an appointment book in which the name and address of each and every patron shall be entered, together with the time, date, service provided and price charged. Such appointment book shall be available at all times for inspection by the Police Chief, the Building Commissioner, the Health Commissioner or their authorized representatives.
(c) Any person who violates subsection (a) hereof shall be guilty of a misdemeanor of the fourth degree.
(d) Any person who violates subsection (b) hereof shall be guilty of a misdemeanor of the third degree.
