(a) The Building Commissioner shall, from time to time and at least twice a year, request that the Health Commissioner inspect each massage establishment licensed under the provisions of this chapter in order to assess compliance with the provisions of this chapter.
(b) An applicant or licensee shall permit representatives of the Brook Park Fire Department, the Building Department, or other City departments or agencies, or the Health Commissioner, to inspect the premises of a massage establishment for the purpose of insuring compliance with the law, at any time that it is occupied or open for business.
(c) A person who operates a massage establishment or his or her agent or employee commits a misdemeanor of the first degree if he or she refuses to permit such lawful inspection of the premises.
