(a) No person shall:
(1) Operate a massage establishment without a valid massage establishment license issued by the City pursuant to this chapter.
(2) Knowingly permit a person to engage in the practice of massage on the premises of a massage establishment who is not licensed as a massage therapist by the City pursuant to this chapter.
(b) Any person who violates paragraph (a)(1) hereof shall be guilty of a misdemeanor of the first degree.
(c) Any person who violates paragraph (a)(2) hereof shall be guilty of a misdemeanor of the third degree.
