If the Safety Director determines that the volume of license applications received during the first sixty days following the effective date of this chapter is too great to allow proper investigation and review within the time limit specified in this chapter, the Safety Director may delay a decision on any or all adult business license applications submitted during the initial sixty-day period for up to an additional ninety-nine days beyond the twenty-one-day time period specified in this chapter. If the Safety Director makes such a determination, he or she shall promptly so notify the Police Chief, the Fire Chief and the Health Commissioner, and shall extend the time limits specified for the requested investigation and inspections accordingly.
