(a) If a registered person, in the course of business within the City, purchases jewelry, precious metals and stones, other than from a bona fide wholesaler or manufacturer for resale to the public, every such purchase shall be evidenced by a bill of sale as detailed in subsection (b) hereof.
(b) All such bills of sale shall be in triplicate and contain the following:
(1) The date of the sale;
(2) The amount of consideration given;
(3) The name of the registered person;
(4) A description of the article or articles sold;
(5) The signature of the seller;
(6) The address of the seller; and
(7) The thumb print of the seller in a designated box on the bill of sale.
(c) At the close of each business day in which a registered person makes one or more purchases to which subsections (a) and (b) hereof apply, such registered person shall send a copy of each bill of sale to the Police Chief.
