(a) No individual, company, partnership, corporation, trust or association may engage in or carry on the business of purchasing jewelry, precious metals and stones within the City unless such party is registered with the Director of Public Safety pursuant to such regulations as the Director may prescribe.
(b) This section shall not apply to the purchase of jewelry, precious metals and stones from a bona fide wholesaler or manufacturer for resale to the public.
