(a) All banks and other financial institutions located in the City and providing access to an automated teller machine (ATM) which is located outside of a building or other structure shall have installed and have functioning for the safety of all users of ATM's surveillance cameras capable of photographing the general area around the ATM as well as the areas of ingress to and egress from the ATM.
(b) All ATM's located outside of a building or other structure shall be equipped with card-activated access to the 9-1-1 Emergency Response System.
(c) The location of the surveillance cameras must be inspected and approved by the Chief of Police or his designated representative.
