Each and every separate program of entertainment, including, but not limited to: athletic contests, car shows, motorcycle bike nights, or public dances held or conducted in the City, and to which the public is invited or solicited to attend, whether or not an admission fee is charged, shall obtain a license from the Safety Director at least 30 days prior to the event or program.
