No person shall engage in or carry on the business of operating and conducting a bowling lane within the City without first securing from the Building Commissioner a license for that purpose, and paying a license fee as follows:
For the term commencing on the date of the issuance of the license and ending on December 1 of the year of issuance, fifteen dollars ($15.00) for one lane used in any bowling lane, and seven dollars ($7.00) for each additional lane kept in such place.
