No taxicab company shall operate any taxicab on any street within the corporate limits of the City until such taxicab has been thoroughly inspected by the Mayor or his authorized representative, and found to be in a thoroughly safe condition for the transportation of passengers, and until the taximeter attached to the taxicab shall have been in the same manner inspected and found to be accurate within five percent (5%); provided, however, that in the case of vehicles already licensed by another municipality, the Mayor or his authorized representative shall make only such inspection, if any, as he shall deem necessary. The Mayor or his authorized representative is hereby authorized to establish such reasonable rules and regulations for the inspection of taxicabs and appurtenances, construction and condition of fitness as he shall deem best for the public safety.
