No person, with intent to defraud the driver or owner of a taxicab, shall engage or hire a taxicab and fail or refuse to pay the fare therefor on demand. Refusal to pay the fare therefor or leaving the taxicab without paying the fare, upon termination of the trip, shall be prima-facie evidence of such fraudulent intent.
