The Mayor is authorized to establish such taxicab stands as will best serve the interest of the public. The Mayor shall designate and allot to each taxicab company such taxicab stands as he deems such taxicab company is entitled to, taking into consideration the number of taxicabs in usual operation by each taxicab company in the City and the relative value for taxicab purposes of the various taxicab stands. All taxicab stands now being operated by respective companies shall continue if deemed advisable by the Mayor.
