(a) Metered or Flat Rates and Waiting Time. All charges for metered taxicab service shall be in units of fractions of a mile, which shall not be greater than one-half or less than one-fifth of a mile. The fare charged shall be either five cents (5) or ten cents (10) per unit, except that for the first unit or flag drop an additional charge may be made. Charges may be on an hourly or flat rate basis as herein provided. No driver shall operate any taxicab nor shall any taxicab company permit the operation of a taxicab equipped with a taximeter which registers more than five percent inaccuracy in the computation of units.
For waiting time., charges may be made at the rate of not less than one dollar and fifty cents ($1.50) nor more than three dollars ($3.00) per hour. "Waiting time" includes the time when the taxicab is not in motion, beginning at the place of arrival to which it has been called, or the time consumed while standing at the direction of the passenger, or because of traffic conditions or delay. However, no charge shall be made for time lost because of the inefficiency of the taxicab or its operator, or for time consumed by premature response to the passenger's order.
(b) Special Trip Rates. In addition to the other methods of charging, a special trip rate may be charged for each passenger for certain trips between designated points and places of public gathering, resort and amusement. However, no such charge shall be less than the minimum rate established herein.
(c) Posting Fares; Receipts. In all nonmetered taxicabs a schedule of the rates of fare, printed no smaller than ten point primer type, shall be posted in a conspicuous place in the passenger compartment of each taxicab. Each driver shall deliver to any passenger paying the fare, upon demand, a receipt therefor, which receipt shall show the amount paid, the point where such person was accepted as a passenger and where discharged, the number of the taxicab and name of the company operating the taxicab.
