723.18 REVOCATION OF LICENSE; APPEAL.
   The license for any billiard room may be revoked by the Mayor for disorderly or immoral conduct on the premises or for the violation of any of the rules, regulations, ordinances and laws governing or applying to billiard rooms. Ten days before a license is revoked, the Mayor shall notify the licensee, in writing, of the reasons for such proposed revocation, and the licensee shall have the right to appeal to a Board composed of the Council members. The Board, after full hearing, shall have the power to revoke the license or continue the same in force, and the action of this Board shall be final. In order to perfect his appeal, the licensee shall leave the notice in writing of his intention to appeal at the office of the Mayor before the expiration of the ten days. Any license thus forfeited or revoked shall not be granted to the same person, society, club, firm or corporation until at least six months have elapsed from the time of the forfeiture or revocation of such license.
