The Mayor shall issue a license pursuant to the provisions of this chapter and such application, provided that the license fees have been paid, that he has received the information required by this chapter and that under the terms and conditions of this chapter he deems the applicant to possess the requisite qualifications and the premises to possess the requisite degree of suitability for conducting the billiard room for which the license is sought.
