721.10 INTOXICANTS; MANAGEMENT AND SECURITY.
   (a)   No owner shall permit the consumption of intoxicants or alcoholic beverages by any person on such premises unless such owner holds a proper permit from the Ohio State Liquor Control Board.
   (b)   The owner of each place of business wherein mechanical or electrically operated amusement devices are located shall, during the hours of operation, provide adult (over the age of twenty-one) management.
   (c)   The owner of each such place of business, at which five or more amusement devices are located, shall provide necessary supervisory personnel to police the interior and exterior portions of such establishment.
   For purposes of this section, "security personnel" means any person serving as a watchman, guard or private patrolman and whose primary duty is the protection of persons and property. Pursuant to Ohio R.C. 4749.03, security personnel are prohibited from carrying a concealed weapon.
