721.01 DEFINITIONS.
   (a)   "Mechanical or electrically operated amusement device" means a machine, device or instrument, including billiard and pool tables, which, upon the insertion of a coin, token, slug or payment of a fee, operates or may be operated for use as a game, contest of skill or amusement of any description which in no way intends to encourage gambling. This definition does not include merchandise vending machines, coin-operated mechanical or electrical musical devices or bowling pinsetters.

   (b)   "Owner" means any individual, corporation or other entity having title to any mechanical or electrically operated amusement device as defined in subsection (a) hereof, or having title to any place of business wherein such devices are provided for use by the public.
