Upon receipt of a completed application and the proper fees, the Director of Public Safety shall make or cause to be initiated an investigation by the Fire Chief, the Police Chief and the Building Commissioner to determine whether the proposed exhibition, convention, trade show, fair or similar type of exhibition or event complies with the applicable provisions of this chapter, the Codified Ordinances, the Ohio Revised Code and any other applicable administrative regulation. Based upon the results of such investigation, the Director shall make a determination of whether or not a license shall be issued to the applicant. Additionally, the Director shall make a determination as to the applicability of the itinerant vendors and merchants license to any of the participants of the proposed exhibition, convention, trade show, fair or similar type of exhibition or event, based upon the investigation prescribed by this section. Not later than ten days prior to the opening of the exhibition, convention, trade show, fair or similar type of exhibition or event, the Director shall either issue an exhibition license to the applicant or notify the applicant that the license has been denied. If any exhibition license is denied, the Director shall state the reasons for such denial.
