718.02 EXHIBITION PARTICIPANTS; ITINERANT VENDORS AND MERCHANTS LICENSE; EXEMPTION.
   (a)   Except as provided in subsection (b) hereof, no provision of this chapter shall be construed to exempt any person, corporation, partnership, joint venture, company or association participating in any exhibition, convention, trade show, fair or similar type of exhibition or event in the City at a convention center, exhibition hall, auditorium or similar building, or on the grounds adjacent thereto, by selling any goods and/or services, from the requirement of obtaining an itinerant vendors and merchants license pursuant to Section 717.01.
   (b)   Any person, corporation, partnership, joint venture, company or association participating in any exhibition, convention, trade show, fair or similar type of exhibition or event in the City at a convention center, exhibition hall, auditorium or similar building, or on the grounds adjacent thereto, shall be exempt from the requirement of obtaining an itinerant vendors and merchants license pursuant to Section 717.01, provided that such participant satisfies all of the following criteria:
      (1)   The participant is a member of the trade association and/or business league sponsoring or conducting the exhibition, convention, trade show, fair or similar type of exhibition or event; and
      (2)   During the exhibition, convention, trade show, fair or similar type of exhibition or event, the participant is engaged in a substantially related business or activity as the sponsoring organization; and
      (3)   The participant's business or activity promotes the stimulation of interest or trade in those products and/or services related in general to the sponsoring organization.
