(a) Except as otherwise specifically provided in this chapter, an applicant whose activity is not precluded by provisions of this chapter, shall be issued a license after payment of a fee of twenty-five dollars ($25.00) per year.
(b) All licenses issued hereunder shall expire on December 31 following the date of issuance.
