No person, corporation, partnership, joint venture, company or other entity shall sell, offer for sale, barter or exchange any goods, wares, merchandise or other articles of value or money and/or use motor vehicles in conducting this business within the City unless a vendor's license has been issued by the Director of Public Safety.
