(a) Within thirty days after the acceptance of the franchise, a grantee shall proceed with due diligence to obtain all necessary permits and authorizations which are required in the conduct of his business, including but not limited to any utility joint-use attachment agreements, microwave carrier licenses and any other permits, licenses and authorizations to be granted by duly constituted regulatory agencies having jurisdiction over the operation of CATV Systems or their associated microwave transmission facilities.
(b) The grantee, within one year from the date of acceptance of this agreement governing cable television operations in and for the City, shall have completed and placed in operation his studio and primary distribution facilities, and shall extend energized trunk cable to twenty percent (20$) of the City, and shall extend energized trunk cable to the remaining portions of the City within two years, unless additional time is granted by Council upon request of the grantee for good cause shown.
