(a) No train or truck carrying molten metal, nitroglycerin, poisonous gas, dangerous bacteria, atomic weapons or fissionable or radioactive material shall proceed through the City at a speed greater than ten miles per hour.
(b) It shall be the duty of the railroad company or trucking company intending to transport any of the items mentioned is subsection (a) hereof, to notify the Police Department of their intention to do so at least one hour before so doing.

(c) Whoever violates this section is guilty of a misdemeanor of the first degree.
