(a) No railroad company, engineer or conductor employed by such company shall operate or cause to be operated any locomotive at a rate of speed greater than thirty-five miles per hour across any public grade crossing within the Municipality.

(b) Whoever violates this section is guilty of a misdemeanor of the fourth degree.
