(a) Council finds and determines that the public interest is served by the establishment of a program of offering and paying monetary rewards to persons who provide information to the Police Department leading to the apprehension and conviction of persons who cause physical harm or damage to lawn areas and property in the City by the improper use of motor vehicles.
(b) Council hereby offers a reward of five hundred dollars ($500.00) to any person who provides information which leads to the apprehension and conviction of anyone who knowingly causes physical harm or damage to the lawn area of any property and property in the City by the improper use of a motor vehicle.
(c) The Auditor is hereby authorized and directed to pay out the sum of five hundred dollars ($500.00), and to charge the same to, and the funds therefor are hereby appropriated from, the General Fund, a fund designated for accounting purposes as Fund No. 268 (Reward/Information Fund), for the purposes set forth in subsection (a) hereof.
(d) The Director of Public Safety is hereby authorized and directed to act as recipient of claims for rewards granted herein according to such rules and upon such forms as he may designate, and is further directed to forward his determinations to the Auditor for payment.
