(a) In the event of a spillage, leak, explosion or other mishap involving PCBs, and within three hours after the owner is made aware, discovers or should have discovered the mishap, the same shall provide notice to the Director of Public Safety and/or the Chief of Police and Fire.
(b) Such notice may be oral or written or both.
