(a) Each owner shall take immediate steps to identify the location of each PCB usage or deposit, clearly marking the unit or place containing, supporting or covering PCBs and informing the City Police and Fire Departments of each such location.
(b) Each such marking shall provide approved instructions to both the government and the public as to the proper steps to take in the event of a spillage, leak, explosion or other accident. Such information shall be permanently and securely posted at eye level at each location.
