520.01 PURPOSES AND DEFINITIONS.

   (a)   Purpose. The purposes of this chapter are threefold:

      (1)   To provide greater public awareness of PCB locations in an effort to avert or lessen personal injury and property damage; and

      (2)   To require immediate notice to the City in the event of a spillage, leak, explosion or other accident; and

      (3)   To require the clean-up of any PCB spillage, leak, explosion or other mishap.

   (b)   Definitions.

      (1)   "PCBs" means polychlorinated biphenyls, regardless of the compound, substance, fluid or other material where found, and regardless of its usage or amount.

      (2)   "Owner" means any public utility, industry, person, firm or corporation having ownership or control of PCBs.
