(a) No mechanical or electrically operated game device, which operates upon the insertion of a coin or slug, and which may be operated for use as a game, contest or amusement of any description which may contain an automatic payoff device for the return of such coin, slugs, checks, tokens or anything of value, shall be used or operated within the Municipality. This section specifically excludes merchandise vending machines.
(b) Whoever violates this section is guilty of a misdemeanor of the fourth degree.
