511.15 EXTERIOR AREAS OF DRIVE-IN RESTAURANTS, SHOPPING CENTERS AND GASOLINE CENTERS.
   (a)   No owner or operator of any premises shall maintain or permit to be maintained on the exterior property areas of such premises any equipment including the display and/or stockpiling of articles, merchandise or commodities sold or otherwise dispensed, used or displayed, except gasoline sold by means of approved gasoline pumps and oil dispensed from cans stored in approved oil racks. All equipment, articles, merchandise or commodities sold, dispensed or displayed shall be located within the building.
      (1)   The sale of gasoline and oil and the display and sale of small automotive accessories, such as wiper blades, radiator and gas caps at a gasoline station is permitted in an open yard. The display and sale of automotive tires in an open yard at gasoline stations shall also be permitted so long as such display and sale is not considered by the Safety Director to constitute a traffic hazard.
   (b)   Exterior property areas of all premises shall be kept free of any debris, objects, materials, flags, pennants, banners or conditions which deteriorate or debase the appearance of the neighborhood, or reduces property values in the neighborhood, or which may create a fire, health or safety hazard, or public nuisance.
   (c)   The sale of seasonal merchandise such as Christmas trees and pumpkins may be displayed for a period not exceeding thirty days by application for a special permit through the Safety Director. Each business is limited to the issuance of three special permits in any calendar year.
   (d)   Special promotional products may be displayed on the property of such premises provided that a permit has been obtained from the Safety Director. The duration of each permit shall not be valid for more than seven calendar days and no more than three permits shall be issued to each business per year. Furthermore, a time period of at least sixty days shall elapse between the issuance of permits to each business.
