511.13 REGULATION AND STORAGE OF SHOPPING CARTS.
   (a)   It shall be the duty of every shop owner, keeper, manager or businessman, who generally and in the natural course of the operation of his business supplies the public with shopping carts, to collect and store all shopping carts within his building or place of business before the close of business each day.
   (b)   Any shopping carts found on public property, including streets, alleys, roadways, tree lawns and public areas, shall be picked up and collected by the Department of Public Service and deposited in a place or area to be designated by the Service Director.
   (c)   Any shop owner, keeper, manager or business man whose shopping cart or carts are so collected and stored may reclaim the same upon payment of the sum of ten dollars ($10.00) for each such cart so claimed.
   (d)   The Service Director shall, from time to time, advertise the public sale or disposition of unclaimed shopping carts, at least ten days before such sale is held in any newspaper sold or distributed in Brook Park. Any unclaimed or unsold shopping carts shall be disposed of by the Service Director immediately after such sale is advertised and held.
   (e)   All proceeds realized from the collection and sale of such shopping carts shall be credited to the General Fund.
