(a) There is hereby adopted a policy which authorizes animals to be adopted from the City kennels. Such policy is outlined in the adoption contract provided by the Animal Warden.
(b) As part of said policy, animals shall not be adopted until the completion of a six- day grace period. Such grace period shall begin at the time the animal is picked up.
(c) An adoption fee of twenty-five dollars ($25.00) shall be paid for each animal adopted. The adoption fee shall be collected by the Animal Warden for the City.
