505.13 IMPOUNDING.
   (a)   Dogs found running at large shall be taken up by the Animal Warden and impounded in the shelter designated as the City Animal Shelter and there confined in a humane manner for a period of not less than three days, and may thereafter be disposed of in a humane manner if not claimed by their owners. Dogs or cats not claimed by their owners before the expiration of three days, may be disposed of at the discretion of such authority, except as hereinafter provided in cases of certain dogs and cats.
   Any dog found within the City, not wearing a valid tag issued in connection with a certificate of registration, pursuant to Ohio R.C. 955.01, shall be subject to the impounding provisions of this section.

   (b)   The Animal Warden may transfer title of all animals held at the Animal Shelter to the Humane Society after the legal detention period has expired and the animal has not been claimed by its owner. In the event of such transfer of title, it is expressly understood that the Humane Society shall pay for each such animal's food until it shall be removed from the City Animal Shelter.
   (c)   When a licensed dog is found running at large, such dog need not be impounded, but the Animal Warden may, at his discretion, cite the owner of such dog to appear in court to answer to charges of violation of this chapter.
   (d)   Immediately upon impounding any dog or other animal, the Animal Warden shall make every reasonable effort to notify the owner of such dog or other animal so impounded, and inform the owner of the conditions whereby he may regain custody of the animal.
   (e)   Animals other than dogs and cats may be impounded when found running at large within the City limits and disposed of in accordance with the provisions of this chapter.

   (f)   No person shall obstruct or interfere with anyone lawfully engaged in capturing an unlicensed animal or making an examination of an animal wearing a tag.
