505.12 RESTRAINT.

(a) The owner of any dog or cat shall keep such animal under restraint at all times and shall not permit such dog or cat to be off the premises or property of the owner, unless under the control of a competent person.

(b) Whoever violates this section is guilty of a minor misdemeanor.
